I have the honour to forward for your consideration
the accompanying copy of a police report and supporting statements
regarding the infringement of British waters by Japanese
aeroplanes during the bombing by them of Sha U Chung on the
shores of Mirs Bay on 13th April, 1940.

I should be glad if representations on the subject
could be made to the Japanese Government as in previous similar
instances of Japanese military machines flying over British
territory.
